We, European filmmakers, create in a particular place. Our films reflect our European cultures in all their diversity and specificity. Our images, our languages, and our narratives are our wealth. Our past and present history is the fertile ground of our works. Today, we call for a “Europe of Culture”!

Because this culture is in danger. Cinema and the audiovisual sector are in danger.

Cinema is an art. In this, it carries a responsibility: to offer at once a point of view, a thought, and a spectacle. In Europe, since its invention by the Lumière Brothers, cinema has carried a cultural mission, an integral part of our rich heritage. To support this cultural actor, we have built an industry. It is now strong and dynamic. It is in this sense that we consider cinema both as an art and as an industry.

European cinema has developed and flourished over the decades. Faced with Hollywood’s economic hegemony, European filmmakers have, with much less money, offered an incredible diversity of viewpoints and a vibrant freedom of expression.

Today, in the context of an economic war with the United States – Donald Trump having personally wished for the weakening of European legislation to strengthen American digital players – the European Commission tends to neglect the cultural dimension of cinema, thereby risking reducing policy for this sector to mere market regulation, disregarding its cultural and artistic specificity.

Yet, considering cinematographic and audiovisual works as mere commodities, subject solely to market rules, would mechanically favor American productions. This would be disastrous – for our profession, for the diversity of films offered to audiences in Europe and around the world, and for the plurality of narratives and viewpoints necessary for democratic life and the flourishing of individuals.

We demand that the legislation and support mechanisms of the European Union continue to recognize and frame cinema and the audiovisual sector as cultural sectors – including in their commercial dimension – through the maintenance of the principle of Cultural Exception. In Europe, each film is a prototype, a unique proposition that does not necessarily respond to a market demand. This has never prevented great commercial successes.

This is how we conceive of the 7th Art. As an art – a risk, a renewed proposition each time. And as an industry – which sustains thousands of Europeans. These principles have made us highly competitive: European cinema is the third largest in the world and the leading cinema when it comes to co-producing the works of filmmakers from other continents.

The economic war launched by the USA is also a cultural war! We, European filmmakers, declare ourselves mobilized, ready to defend without wavering the cultural specificity of cinema and the audiovisual sector.

In the current context, we understand that the European Union may wish to strengthen its action in the fight against disinformation or in promoting media pluralism. But we refuse that this dynamic be used as a lever to extend its regulatory competence over cinema and the audiovisual sector as cultural sectors. Already governed by European instruments, these areas must not become bargaining chips in trade negotiations. They are fully part of the European cultural exception, which is our collective responsibility to preserve.

European culture is not negotiable!

The role of the European Union is to defend our values, our identities, our wealth, our languages, our freedom
of thought, our expressions through our art.
Thus, to respect the beautiful diversity of our 450 million citizens. We, filmmakers from all countries in
Europe, call for a renewed Europe of Culture!

Tribune des cinéastes européens aux institutions européennes

Nous, cinéastes européens, créons à un endroit particulier. Nos films reflètent nos cultures européennes dans toutes
leurs diversités et leurs spécificités. Nos images, nos langues et nos récits sont notre richesse. Notre histoire passée
et présente est le terreau de nos œuvres. Aujourd’hui, nous appelons à une « Europe de la Culture » !

Car cette culture est en danger. Le cinéma et l’audiovisuel sont en danger.

Le cinéma est un art. En cela, il a une responsabilité : celle de proposer à la fois un point de vue, une pensée et un
spectacle. En Europe, dès son invention par les Frères Lumière, le cinéma a été porteur d’une mission culturelle,
partie intégrante de notre riche patrimoine. Pour soutenir cet acteur culturel, nous avons bâti une industrie. Elle est
à présent forte et dynamique. C’est en ce sens que nous considérons le cinéma à la fois comme un art et une industrie.

Le cinéma européen s’est développé et épanoui au cours des décennies. Face à une hégémonie économique
hollywoodienne, les cinéastes européens ont proposé avec beaucoup moins d’argent une incroyable diversité de
points de vue et une vibrante liberté d’expression.

Aujourd’hui, dans un contexte de guerre économique avec les États-Unis – Donald Trump ayant personnellement
souhaité l’affaiblissement de la législation européenne afin de renforcer les acteurs numériques américains - la
Commission européenne tend à négliger la dimension culturelle du cinéma, risquant ainsi de réduire la politique
envers ce secteur d’activité à une simple régulation de marché, au mépris de sa spécificité culturelle et artistique.

Or, considérer les œuvres cinématographiques et audiovisuelles comme de pures marchandises, soumises
exclusivement aux lois du marché, favoriserait mécaniquement les productions américaines. Ce serait désastreux,
pour notre profession comme pour la diversité des films proposés au public en Europe comme dans le reste du
monde, ainsi qu’à la pluralité des récits et des points de vue, nécessaires à la vie démocratique et à l’épanouissement
des êtres.

Nous exigeons que la législation et les dispositifs de soutien de l’Union Européenne continuent de reconnaître et
d’encadrer le cinéma et l’audiovisuel comme des secteurs culturels - y compris dans leur dimension commerciale -
par le maintien du principe d’Exception Culturelle. En Europe, chaque film est un prototype, une proposition
singulière qui ne répond pas obligatoirement à une demande du marché. Ce qui n’a jamais empêché de très belles
réussites commerciales.

C’est ainsi que nous concevons le 7ème Art. Comme un art – une prise de risque, une proposition à chaque fois renouvelée. Et comme une industrie – qui fait vivre des milliers d’Européens. Ces principes nous ont rendus très compétitifs : le cinéma européen est le troisième cinéma au monde et le premier cinéma en tant que coproducteurs des œuvres des cinéastes des autres continents.

La guerre économique engagée par les USA est aussi une guerre culturelle ! Nous, cinéastes européens, déclarons être mobilisés, prêts à défendre sans fléchir la spécificité culturelle du cinéma et de l’audiovisuel.

Dans le contexte actuel, nous comprenons que l’Union européenne puisse renforcer son action en matière de lutte contre la désinformation ou de promotion du pluralisme des médias. Mais nous refusons que cette dynamique serve de levier pour étendre sa compétence réglementaire sur le cinéma et l’audiovisuel en tant que secteurs culturels. Déjà encadrés par des instruments européens, ces domaines ne sauraient devenir des monnaies d’échange dans des négociations commerciales. Ils participent pleinement de l’exception culturelle européenne, qu’il est de notre responsabilité collective de préserver.

La culture européenne n’est pas négociable !

Le rôle de l’Union Européenne est de défendre nos valeurs, nos identités, nos richesses, nos langues, notre
liberté de penser, nos expressions à travers notre art.
Donc de respecter la belle diversité de nos 450 millions de citoyens. Nous, cinéastes de tous les pays d’Europe,
appelons à refonder une Europe de la Culture !
